As global challenges become increasingly complex, international cooperation and adherence to established laws are more crucial than ever. This was the overarching theme of Vietnamese General Secretary and President To Lam’s address at the 81st session of the United Nations General Assembly in New York. To Lam called for a renewed commitment to global trust, respect for international law, and enhanced multilateral collaboration.
To Lam highlighted four priorities to address these global changes: restoring trust rooted in the United Nations Charter and international law, promoting inclusive and sustainable development, responsibly governing emerging technologies, and reinforcing the central role of the United Nations in global affairs. Emphasizing dialogue over conflict, he urged nations to manage their differences through peaceful means while respecting national sovereignty and territorial integrity.
Addressing technological advancements, To Lam emphasized that innovations such as artificial intelligence and digital transformation should work to bridge development gaps rather than create new divisions. He advocated for inclusive, transparent, and accountable governance of technology, stressing the importance of involving developing countries in the formation of international rules and standards.
The Vietnamese leader also reaffirmed his country’s support for reforming the United Nations to better reflect the interests of developing countries. He suggested improvements to the General Assembly, Security Council, and Secretariat to enhance the organization’s effectiveness.
On regional matters, To Lam reiterated Vietnam’s commitment to resolving disputes peacefully and in accordance with international law. He underscored the country’s dedication to multilateralism, cooperation within the Association of Southeast Asian Nations (ASEAN), and its active participation in UN peacekeeping missions.
