The National Assembly Standing Committee in Vietnam is currently evaluating a draft law designed to streamline administrative and business processes within the agriculture and environment sectors. This legislative proposal targets modifications across 10 existing laws, which include areas such as plant protection, animal husbandry, fisheries, irrigation, water resources, veterinary services, and crop production.
Key points of the draft law involve the removal of 38 administrative procedures and 40 business conditions, alongside the simplification of 13 other procedures. These reforms are projected to significantly cut down processing times by a total of 904 days and are anticipated to save businesses around VNĐ189.9 billion, equivalent to US$7.3 million, in compliance costs.
Lawmakers have stressed the importance of maintaining robust regulatory oversight even as the country seeks to enhance decentralization. The draft also proposes the adoption of digital tools like QR codes and product traceability systems. These technological enhancements aim to bolster inspection processes and ensure superior product quality.
